U.S. Postal Inspectors and Houston Police Department Arrest Mail Theft Fugitives
Houston, TX – On April 18, 2025, U.S. postal inspectors and officers with the Houston Police Department (HPD) Major Offenders Squad arrested fugitives David Morris Bishop and Andrea Tylynn Caffro at the Comfort Inn and Suites Hotel located at 12323 Katy Freeway, Houston, TX 77079.
On top of multiple open warrants, both individuals were in possession of stolen mail and credit/debit cards, fake IDs, and victims’ documents containing personally identifiable information at the time of their arrests.
Bishop was charged with possession of a controlled substance and tampering with a government document (ID). He was booked into Harris County Jail on an open federal warrant for violation of parole, and a Fort Bend County warrant for failure to appear regarding mail theft. Bishop was previously convicted on a federal mail theft related- aggravated identity theft charge in the Southern District of Texas and was in violation of his federal parole at the time of his April 18 arrest.\
Caffro was booked into Harris County Jail on two open warrants from Fort Bend County for failure to appear, and a Harris County warrant for possession of a controlled substance.
The U.S. Postal Inspection Service values our law enforcement partners for supporting our mission. We extend our appreciation to the Houston Police Department patrol and Major Offenders Squad, and the Sugar Land Police Department for their assistance in ensuring these fugitives and mail thieves were brought to justice.
It is important to note that criminal charges are only allegations against a person. Every defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
