Missouri Woman Arrested for Role in Mail Fraud Scheme Targeting Older Americans
St. James, MO – A joint investigation by the U.S. Postal Inspection Service, the U.S. Department of Housing and Urban Development Office of Inspector General, and the Federal Bureau of Investigation led to the arrest on October 8, 2025, of Sharon Dolisi, 79, of St. James, MO, for felony mail fraud, conspiracy to commit mail fraud, and wire fraud. Dolisi was arrested during an arrest warrant operation in the 14000 block of Outer Dillon Rd. in St. James.
Dolisi is a suspect in a lottery fraud scheme in which victims throughout the U.S. were scammed into believing they had won the Mega Millions lottery and the Publishers Clearing House Sweepstakes. The victims were told they would receive their “winnings” if they prepaid thousands of dollars in taxes and fees to Dolisi through the U.S. Postal Service and other delivery services. Dolisi is suspected to have kept some of the money for herself and transferred the remaining funds to co-conspirators in Jamaica. Dolisi is suspected to have received more than $2.1 million from this scheme.
Dolisi was charged by the U.S. Attorney’s Office, Eastern District of Missouri.

Mendonça of the Postal Inspection Service’s Chicago Division, which includes the St. Louis Domicile.
It is important to note that criminal charges are only allegations against a person. Every defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
