Tracy Man Pleads Guilty to Bank Fraud and Conspiracy in Mail Theft Scheme
Sacramento, CA – After an investigation by the United States Postal Inspection Service, Jesse Ramirez, 49, of Tracy, CA, pleaded guilty on October 3, 2025, to bank fraud and conspiracy to commit bank fraud in the Eastern District of California. By depositing stolen and altered checks into his own bank accounts and using false and fraudulent pretenses and representations, Ramirez took part in a conspiracy to steal money and property from financial institutions.
Ramirez and his co-conspirators stole mail from cluster mailboxes in Northern California, including those in Sacramento, Placer, and San Joaquin Counties. From the stolen mail, the conspirators obtained personally identifiable and financial information from residents and businesses along with gift cards, credit cards, bank cards, and checks. Ramirez collaborated with conspirators to digitally alter checks and forge account holder signatures to negotiate and deposit checks. Ramirez and the conspirators stole thousands of pieces of mail from residents, including checks totaling more than $200,000.
The Postal Inspection Service appreciates the assistance of the Citrus Heights, Folsom, Rancho Cordova, Roseville, and Tracy police departments in bringing Ramirez to justice.
Ramirez faces a maximum statutory penalty of 30 years in prison and a $1 million fine for each count.
