Fugitive Apprehended After Evading Prosecution for Identity Theft, Mail Theft

Chicago – On November 6, 2023, a joint investigation by the U.S. Postal Inspection Service and Chicago Police Department led to the arrest of Cloteal Davis, 69, of Chicago, IL. In October 2023, postal inspectors determined Davis’s whereabouts and she was taken into custody by Postal Inspectors and Chicago Police. Davis currently faces multiple felony counts of forgery, as well as aggravated identity theft, related to the mail thefts, in Cook County Criminal Court. Criminal charges were filed by the Cook County State’s Attorney’s Office. The U.S. Postal Inspection Service appreciates the assistance of the Chicago Police Department in this investigation.

Davis was previously identified as a suspect responsible for using personally identifiable information of an elderly Chicago woman to cash checks stolen from the mail in the summer of 2019. An extensive investigation followed, leading to Davis’s initial arrest by Postal Inspectors and Chicago Police. Davis temporarily evaded prosecution by not attending her court appearance and a bench warrant was subsequently issued
