00:01 this year marks the 246th anniversary of 00:04 the united states postal inspection 00:05 service 00:06 join us for a virtual tour at the 00:08 smithsonian national postal museum 00:11 it all started on august 7 1775 00:15 when benjamin franklin appointed the 00:18 first 00:18 surveyor the forerunner of today's 00:21 postal inspector 00:23 hi and welcome to behind the badge the 00:25 national postal museum's 00:27 exhibit on the united states postal 00:29 inspection service 00:30 the first and oldest federal law 00:32 enforcement agency 00:34 i'm carol harris postal inspector and 00:36 with me 00:37 is everyone's favorite docent retired 00:39 postal inspector 00:40 dan mihalko all right carol let's do it 00:43 let's go 00:45 so carol a lot of people don't know who 00:47 postal inspectors are or what they do 00:49 what types of crimes do postal 00:51 inspectors investigate 00:52 they investigate over 200 different 00:55 types of federal laws 00:56 that includes mail fraud assaults and 00:59 threats on postal employees 01:01 mail theft post office robberies and 01:03 burglaries 01:04 identity theft counterfeit money orders 01:07 and stamps 01:08 and money laundering child exploitation 01:10 through the mail 01:11 mail containing dangerous materials and 01:14 a huge part of our focus right now 01:16 is drug trafficking and getting illegal 01:18 narcotics out of the mail 01:20 so how busy are postal inspectors carol 01:22 it's a great question dan they're 01:23 incredibly busy 01:25 they support and protect and network 01:27 across the entire nation includes over 01:29 six hundred thousand employees 01:31 over 150 million delivery points on 01:34 average adding over a million 01:35 new delivery points every year 01:39 over thirty thousand facilities we're 01:41 investigating and responding to criminal 01:42 activity across that entire 01:44 landscape dan as you know postal 01:47 inspectors investigate 01:49 and are on the forefront of 01:50 investigating mail fraud but we have a 01:52 special focus 01:53 and that's consumer fraud what can you 01:55 tell us about consumer fraud yeah 01:56 consumer protection is such an important 01:58 area for postal inspectors 02:00 it's one thing to go and investigate a 02:02 case and arrest the bad guys 02:04 but we like to prevent people from 02:05 becoming victims of mail fraud 02:07 particularly consumer fraud 02:09 here's one of my favorites uh sports 02:11 memorabilia front 02:12 it's a multi-billion dollar industry in 02:15 this particular case 02:16 someone was selling game worn jerseys 02:20 only they weren't worn by the star they 02:22 were just right off the rack 02:23 so people got ripped off on that another 02:26 favorite of mine is old smiling bob 02:28 he was an advertiser for male 02:30 enhancement pills 02:32 they didn't work and then of course we 02:34 have the good old misrepresentations 02:37 for example you want a prize you want a 02:40 stereo what a great prize 02:42 yeah but look how small it is you know 02:44 it's five inches wide 02:46 or you want this five piece luggage set 02:48 all wrapped up in this 02:50 nylon is so thin you can put your 02:51 fingers through it these are 02:52 misrepresentations 02:54 we don't want people to get ripped off 02:55 so that's why postal inspectors 02:56 investigate 02:57 so many consumer fraud cases so cara how 03:00 do postal inspectors start an 03:02 investigation 03:03 great question dan what they're going to 03:05 do is they're going to collect 03:06 evidence they're going to use that and 03:08 they're going to identify suspects 03:10 once they've gathered evidence 03:11 identified suspects they'll work 03:13 together 03:14 with our national forensic laboratory 03:16 and they'll develop a fact pattern 03:18 that they can then take to the us 03:20 attorney's office 03:22 dan over the years we've been known as 03:24 the silence service but our stories have 03:26 been told on the big screen and on 03:27 television can you tell us a little 03:28 about that 03:29 you know carol our first venture into 03:31 movie making was in 1936 03:33 the title of the show was postal 03:35 inspector it starred bella lugosi who 03:38 was 03:38 of course of count dracula fame but over 03:41 the years we've done a lot more 03:42 we've had the 1951 appointment with 03:44 danger series 03:46 and then we had the inspectors 03:49 showtime movies in 1998 and in 2000 03:52 starring lou gossett jr and jonathan 03:54 silverman 03:55 and i'm in it i kind of stole the show 03:57 from lou gossett 03:58 good to know well carol and i were 04:00 walking into an area called the vault 04:03 it was part of the post office vault 04:04 when this was the washington dc post 04:07 office 04:07 this was way too expensive to remove so 04:10 now it's part of our exhibit 04:12 so dan now we're here in the vault and 04:14 vaults represent protecting money 04:16 and there's money in the mail and we 04:17 have to protect that as postal 04:18 inspectors 04:19 the cases highlighted here represent and 04:21 capture some of our stories from over 04:23 the years 04:24 here we have the dough tremont brothers 04:26 case it's a famous train rivalry case 04:28 from 1923 and here a famous high rate 04:32 robbery case 04:33 that goes back all the way to 1962 and 04:36 just behind you here 04:37 the jack in the box case from 1980 where 04:40 someone hid inside of an 04:41 airplane to steal mail and last here 04:45 we have a case that involved a mail 04:47 theft that was covered up 04:48 by a fire in loretta virginia in 1997. 04:53 so carol you mentioned about protecting 04:55 the mail and protecting the money 04:57 this is one of the great protectors back 04:58 in the 1920s was a rash of mail train 05:01 robberies 05:01 so postal inspectors became the first 05:04 government agents 05:05 to be issued the famous tommy gun the 05:07 thompson submachine gun 05:09 in the 1930s the inspection service was 05:13 responsible for 05:14 guarding and protecting the billions of 05:16 dollars 05:17 in gold bars that were moved from the 05:20 federal reserve in new york city 05:22 to fort knox carol now we're walking 05:25 into a gallery that highlights a lot of 05:27 the high-profile investigations we've 05:28 done over the years 05:30 starting with that famous guy absolutely 05:33 dan 05:34 we worked a case on charles ponzi who's 05:37 pictured here 05:38 his name is synonymous with a scheme 05:40 where you take 05:41 money from new investors to pay off old 05:44 investors 05:45 and over here we have something you 05:48 would be familiar with then 05:49 that's right carol this was a billion 05:51 dollar art fraud 05:53 ring that operated out of new york but 05:55 it covered 05:56 the whole world they produced 05:58 counterfeit 05:59 art prints by famous artists such as 06:02 salvador dali 06:03 pablo picasso chagall miro 06:07 they sold these things as great 06:09 investments for 25 06:10 35 000 but they were worth about 75 06:14 dollars 06:15 and here's another major case you 06:17 probably heard about 06:18 this the unabomber case ted kaczynski he 06:21 was a guy that mailed and placed bombs 06:23 from the period of 1978 to the time we 06:26 arrested him in 1996. 06:28 postal inspectors were part of a task 06:30 force of fbi agents and atf agents 06:32 and these are the cuffs that were put on 06:35 ted kaczynski when he was arrested 06:38 and carol moving from the unabomber this 06:40 display case 06:41 shows items that were used to mail 06:44 illegal narcotics 06:45 that's right dan just about anything you 06:47 can imagine 06:48 has been used to attempt to conceal 06:51 narcotics that are being placed 06:52 into the mail but postal inspectors are 06:55 very smart about 06:56 these concealment methods and just a 06:59 handful of them 07:00 are on display here at the smithsonian 07:02 carol the terrorist attacks of september 07:04 11th were followed by 07:06 anthrax mailings and here we have one of 07:08 the actual letters 07:10 that was sent to the senator up on 07:11 capitol hill that contained anthrax 07:14 two postal employees died as a result of 07:17 touching this anthrax it's a very 07:20 complicated and complex investigation 07:22 and postal inspectors fbi agents and uh 07:26 atf were involved in this long-term 07:28 investigation 07:30 as we see right here this is the box 07:32 where the anthrax mailings were made 07:34 it's all dusted and fingerprinted also 07:38 as you can see we had to change the way 07:40 we operated as a result of 07:42 something so hazardous like this going 07:44 through the mail 07:45 that's right dan we learned a lot 07:47 through this investigation and we've 07:48 adapted 07:49 how we operate to create our modern 07:51 dangerous mail 07:52 investigations program to protect not 07:55 only our employees 07:56 but also the public at large from 07:58 dangerous substances in the mail 08:00 here postal inspectors do a lot more 08:02 than just investigating don't they 08:04 they absolutely do dan they respond and 08:07 operate in austere and at times hostile 08:09 environments 08:10 whether that be a hurricane or a flood 08:13 or after a terrorist attack you can see 08:16 imagery 08:17 from all of those types of instances 08:18 here at the national postal museum 08:20 what those postal inspectors do when 08:22 they respond to these environments 08:24 is that they bring back a sense of 08:25 normalcy they help assure 08:27 that america's communications and 08:29 commerce once again are visibly flowing 08:30 through the streets 08:32 bringing back that warm comfort that our 08:34 society needs when they see the postal 08:36 service operating 08:38 a key part of what we do is preventing 08:39 crimes we'd much rather prevent a crime 08:41 than have to solve it one of the ways we 08:44 do that 08:44 is through our uniform security force 08:47 our 08:48 postal police officers who serve at our
