VICTOR, N.Y. (WHEC) -- Deputies have arrested a Clifton Springs woman who is believed to have stolen packages from more than 30 victims in Victor. Shelby Gibson, 23, is facing one count of petty larceny right now, but deputies say more charges are pending.
