Thieves fishing for checks that they can alter and cash targeted U.S. Postal Service mail collection boxes in Toms River in a scheme known as "mailbox or mail fishing," police said. The Toms River police and postal inspectors are investigating several incidents of mail stolen from curbside collection mailboxes at the post office on Water Street in downtown Toms River and other locations.
