A Florida man was arraigned Monday in federal court in Pittsburgh on charges related to a theft ring whose members posed as Citizens Bank customers, ordered debit cards and then stole them from mailboxes in Pennsylvania and five other states. Cassio Orville Donald Slowden, 27, of Pembroke Pines, was arrested Feb. 11 in Peters, where officers and U.S. postal inspectors said he was driving around and stealing mail.
